The Utilities are the least expensive group to develop, for the simple reasons that A)There are only 2 of them, and B)You can't build houses on them. The Utilities are the only properties without fixed rents, as rent depends on dice rolls. According to analysis in The Monopoly Companion, the Utilities rank 10th out of 10 in payoff percentage and 8th out of 10 in visitation frequency.
